City Manager Silva is committed to maintaining resident-focused government services while supporting the community’s long-term vision and sustainability.
Edward Silva serves as City Manager for the City of West Miami, overseeing the administration, operations, and strategic direction of municipal government under the Council-Manager form of government. Appointed by the City Commission, Mr. Silva commenced his appointment in May 2023 and is responsible for implementing the policies and priorities established by the Mayor and Commission while ensuring the efficient delivery of services to residents, businesses, and visitors.
Mr. Silva has worked in government administration since 2007 and brings nearly two decades of public sector leadership experience to municipal management. Prior to joining West Miami, he served five years as a City Manager, where he developed extensive expertise in organizational leadership, budgeting, capital improvements, and community development.
Since his appointment, Mr. Silva has worked in partnership with the Mayor and City Commission to implement operational improvements and community initiatives that enhance the quality of life for residents while strengthening financial stability. During his tenure, the organization has modernized operations, strengthened financial stability, increased reserves, and lowered the municipal tax rate. He has also led major community improvement initiatives, including park expansions, traffic calming projects, beautification efforts, and the development of a new multigenerational community building designed to serve residents of all ages.
Mr. Silva earned a Bachelor of Architecture degree from the University of Miami, bringing a unique perspective to urban planning, infrastructure development, redevelopment, and community design initiatives.
Under the Council-Manager form of government, the City Commission establishes policy direction for the community, while the City Manager oversees municipal operations and implements the Commission’s vision through professional administration.
Responsibilities
As the municipality’s chief administrative officer, Mr. Silva oversees budgeting, personnel management, strategic planning, and intergovernmental coordination. His leadership emphasizes fiscal responsibility, transparency, infrastructure investment, collaboration, and responsive public service.
