Commissioner Victoria De La Torre Gans was born and raised in the Miami-Dade County. She is a West Miami resident, community advocate, and experienced healthcare executive dedicated to strengthening the city she proudly calls home.

Her commitment to public service began in the healthcare space, where she helped underserved communities receive access to quality care and strengthened relationships with local governments to improve coordination and outcomes for families. With almost two decades of leading global, national, and multi‑state operations, she has overseen large, complex systems serving hundreds of thousands of families, managed teams of more than 1,500 employees, and led significant P&L responsibilities across diverse markets. She has focused on building efficient systems, improving service delivery, and expanding access for the communities who needed it most, grounded in operational excellence and data‑driven decision‑making.

She later served on the City of West Miami Planning & Zoning Board, where she supported responsible growth and helped protect the character of the city’s neighborhoods. Her background in workflow design, resource optimization, and cross‑department coordination informs her approach to city governance, emphasizing transparency, accountability, and efficient use of public resources.

Commissioner De La Torre Gans is a graduate of Our Lady of Lourdes Academy, holds a B.S. in Communications from Florida International University, and earned her MBA from the University of Miami with an additional specialization in Health Sector Policy and Management. She is also certified in Lean Six Sigma and project management, bringing a strong foundation in continuous improvement and operational discipline to her role.

Today, she is raising her family in West Miami and remains deeply invested in the city’s future. Her priorities include strengthening public safety, supporting families and small businesses, modernizing city processes, and ensuring West Miami remains a place where generations can grow and thrive.
